UK Eyes Oz's Tough Anti-Smoking Laws

The British Government is considering following Australia's lead by stripping all branding and logos from tobacco packaging.

From today, Australia becomes the first country in the world to put all tobacco products in standardised packs which are a drab olive colour and have the manufacturer's brand in a simple uniform font.

The packs are covered in graphic health warnings portraying dying cancer sufferers, diseased feet and ill babies.

The law bans the use of logos, brand imagery, symbols, other images, colours and promotional text.

Australia's plain packaging laws are a potential watershed for the global industry, which serves one billion regular smokers, according to World Health Organisation statistics.

Australia's government says the aim is to deter young people from smoking by stripping the habit of glamour.

It is relying on studies showing that if people have not started smoking by the age of 26, there is a 99% chance they will never take it up.

The potential hitch, experts say, is the popularity of social media amongst the very demographic the plan is targeting.

After a series of Australian laws banning TV advertising and sports sponsorship and requiring most sellers to hide cigarettes from view, online is the final frontier for tobacco marketing.

"If you are a tobacco marketer and you've only got this small window left to promote your products, online is the compelling place for you to be in," said Becky Freeman, a public health researcher at Sydney University.

The tobacco industry recently lost a High Court bid to have the legislation stopped.

Scott McIntyre of British American Tobacco Australia, the maker of Winfield cigarettes, says the new packs are easier to fake and will boost black market trade, leading to cheaper, more accessible cigarettes.

"There will be serious unintended consequences from the legislation," he said. "Counterfeiters from China and Indonesia will bring lots more of these products down to sell on the streets of Australia."

The industry has shifted its focus to potential copycat legislation elsewhere. Ukraine, Honduras and the Dominican Republic have filed complaints with the World Trade Organisation, funded by the tobacco industry, claiming the laws unfairly restrict trade, although their trade with Australia is minimal.

Many smokers in Australia say the new packs won't change their habit. "As a 14-year veteran smoker the packets make no difference to me," one man told Sky News.

Another smoker said she may be more inclined to keep the packet, with its gruesome health warnings, hidden from view, but that it wouldn't stop her smoking.

Earlier this year, the British Government launched a consultation on plans to introduce similar standardised packaging. Information generated by the consultation, which closed in August, is still being analysed by health officials.

Dr Harpal Kumar, Cancer Research UK's chief executive, said: "The Australian Government is to be applauded. Today marks the day when tobacco companies are further stymied in their efforts to recruit Australian children into a lethal addiction.

A UK Department of Health spokesman said: "We have received many thousands of responses to the tobacco packaging consultation. We are currently in the process of carefully collating and analysing all the responses received.

"The Government has an open mind on this issue and any decisions to take further action will be taken only after full consideration of the consultation responses, evidence and other relevant information."

Australia aims to cut the number of people smoking from 15% of the population to just 10% in six years' time.

Beckhams: Victoria Is Key To 'Brand Beckham'

David Beckham says farewell to his football career in the United States tonight, but "Brand Beckham" is continuing its meteoric American success story.

The former England captain will play his final game for LA Galaxy in their MLS Championship match against the Houston Dynamos at the Galaxy's Home Depot stadium.

He has already said he wants one more football challenge, with offers on the table from Australia, Russia, China as well as the Premier League. He is also expected to announce he will buy a football franchise in the US.

But the booming business interests of Beckham and his wife Victoria continue to be the talk of Hollywood.

From men's underwear to women's high fashion, "Brand Beckham" has defied those who thought the Brit couple would struggle to make it on the A-list.

Entertainment consultant Ruth Hilton told Sky News: "I think David Beckham has definitely reached the point of being a real celebrity here in America. And Brand Beckham has been a great success story in Los Angeles.

"But you really need to look at Victoria's success. I think everyone thought, when she was initially doing her fashion line, that maybe it was just a hobby, maybe it would be a flash in the pan.

"In this country in particular it has been hugely well-regarded.

"Women, major celebrities here, specifically ask for her gowns on the red carpet. She is within the fashion elite as well so together they have really been very successful here."

The couple are said to enjoy being able to lead reasonably normal lives in a city full to bursting with the most famous entertainment figures in the world.

There has even been speculation that Victoria will ask her husband to front a new men's fashion line she is planning.

Jennifer Chan, senior fashion editor for E! Online, told Sky News: "I don't have any confirmation of that project happening, but I do think that Victoria has garnered a huge fan base here as a fashion designer and obviously David is very popular.

"So if the two were to join forces in the fashion world I think it would go over tremendously well especially here in the States."

The buzz around Beckham's final appearance for the Galaxy has not even been dampened by dismal weather and torrential rain that have hit LA in the build-up to the game.

Bosses at Major League Soccer have credited the star with increasing interest in the league and are confident his legacy will improve the profile of the game in the country.

But it has not been without its rough moments. Beckham has clashed with fans, fellow players and rival coaches during his multimillion-dollar five-year career with the club.

Movember: Razors At The Ready For Shave-Off

Thousands of men up and down the country are heading to the barbers to get their Movember moustaches shaved off after raising £16m for charity.

Around 360,000 men, including celebrities, have taken part in this year's annual fundraiser, which encourages men to grow and groom moustaches throughout November to raise vital funds and awareness of prostate and testicular cancer.

Homeland star Damian Lewis has been tweeting his Movember efforts, as has former England striker and Stoke City footballer Michael Owen.

His teammate Peter Crouch has also displayed a full upper lip of hair.

Sky News Business Presenter Joel Hills has also taken part and will be getting his whipped off later.

Movember co-founder JC told Sky News: "It is incredible, we are in 21 countries now across the world so there are some crazy moustaches out there ... 1.1 million people have rocked out the moustache for us for 30 days and got involved.

"Here in the UK, a 21-year-old guy named Michael actually saw us on Facebook. He went and got checked. He had a lump - found advanced testicular cancer. He emailed me two days ago. He's had his first bout of chemo, he's had his testicle removed, and it pretty much saved his life.

"To see that happen - that's what we are really about, to get that awareness out there."

Customers at a barbers in Carnaby Street in central London spoke of their relief to finally have the unfamiliar nestling above their upper lip shaved off.

"It's been fun, but such a relief to finally get rid of it," said Mike Robb, a communications manager.

More than 160,000 men are diagnosed with cancer every year, including 40,000 who are told they have prostate cancer.

There are hundreds of support groups for women, but relatively few for men.

According to the Movember campaign, which originated in Australia in 2003, men are also less willing to talk openly with their friends.

It is hoped the record number of people supporting the 2012 appeal will result in more men starting their own support networks.

In the UK, much of the money raised is donated to Prostate Cancer UK and the Institute of Cancer Research.

In 2011, around 854,000 people across the globe took part in the charity event and raised £79.3m.

What to do when you hang up the boots? It's the perennial dilemma for the professional sportsman. And the answer these days comes in a variety of forms.

You might choose to replace the discipline of training by going into coaching, or management.

Miss the dressing room banter? You could head for the studio and take up punditry.

There's always the celebrity circuit of dancing in sequined suits or eating bugs in Australian jungles.

And if you're a cricketer you might well think about becoming a correspondent, as Mike Atherton and Derek Pringle have done with notable success.

Few, though, plunge feet first into a completely different sport, which was what made Freddie Flintoff's desire to take up boxing so compelling.

Would he fall flat on his face or would he reveal skills hitherto hidden? In other words, was this just reality TV in another guise?

But then Freddie's life has never run according to most normal rules.

Comparisons with that other great England all-rounder Ian Botham followed him throughout his playing career, and Freddie also seems to share Sir Ian's maverick appetite for new experiences.

Where Beefy replaced life on the road with marathon charity walks over the Alps or the length of Britain, Freddie chose to raise money for Sport Relief by breaking various unlikely world records, like the farthest distance to score a bullseye and popping the most party poppers in a minute.

To his credit, Flintoff appears to have thrown himself into his latest sporting incarnation with complete professionalism.

Few expected him to win last night; most, especially his wife Rachel and trainer Barry McGuigan, were simply hoping he didn't get badly hurt.

But while there was scant evidence that Freddie had missed his calling by becoming a cricketer rather than a boxer, Super Middleweight champion Carl Froch told Sky News he was impressed by Flintoff's fitness and dedication.

The irony is that Freddie is probably fitter now than at any time during his professional cricketing career.

Had he shown such dedication to the gym in his younger years it's probable that he wouldn't have suffered the weight-related injuries that cut short his playing days.

But then again, he wouldn't have been Freddie Flintoff then would he?

World Aids Day: Bid To Break Testing Record

Campaigners in London are marking World Aids Day with an attempt to break an HIV testing record.

It comes as new figures suggested a record number of people in the UK - nearly 100,000 - are living with HIV.

People are being invited to have a 60-second test at the G-A-Y bar in London's Soho between 12pm and 8pm.

Last December's event at the venue officially broke a Guinness World Record for the number of HIV tests conducted in an eight-hour period.

A total of 467 tests were done and around £13,000 was raised for the Elton John Aids Foundation.

Staff from 56 Dean Street, Chelsea and Westminster Hospital's HIV and sexual health centre in Soho, are repeating the challenge to promote HIV awareness and "make history" again.

Jake Jenkins of 56 Dean Street said: "Come along to G-A-Y on World Aids Day to get a free instant and confidential HIV test and support our attempts to promote HIV awareness, reduce stigma and make history.

"The testing will be provided by the friendly, expert team from 56 Dean Street using the world's fastest antibody test which provides a result in just 60 seconds. Testing early can add, on average, 16 years to someone's life."

The international annual campaign, symbolised with a red ribbon, is about increasing awareness of Aids, celebrating breakthroughs in treatment and remembering those who have died.

The Prime Minister has said too many people are not educated about HIV and Aids, and almost 25,000 people who have the human immunodeficiency virus are not aware they have been infected.

David Cameron said such people were not benefiting from treatment and were increasing the risk of passing on the virus.

He added: "This means up to 600 people a year could be dying from a preventable, treatable condition.

"People need to know that, diagnosed early, the outlook for most people with HIV in the UK today is a good one, thanks to the availability of effective treatment and the excellent care provided by the NHS.

"Above all, people need to know that it's never been quicker or simpler to get tested."

There were 6,280 people diagnosed with the virus last year, according to the Health Protection Agency.

Mr Cameron said World Aids Day should be used to "spread the message" about education, testing and early diagnosis.

HIV attacks the immune system and weakens the ability to fight infections and disease.

Aids is the final stage of HIV infection, when the body can no longer fight life-threatening infections.

HIV is found in the body fluids of an infected person, and about 95% of people are infected through sexual contact.

Leveson: 50,000 Sign Hacked Off Petition

An online petition demanding the Government act on Lord Justice Leveson's recommendations in full has attracted 50,000 supporters in less than 24 hours.

Support for the petition launched by Hacked Off, the group campaigning for victims of phone hacking, has doubled overnight.

It comes as the Culture Secretary warned newspaper editors not to drag their feet in acting on Lord Justice Leveson's calls for setting up a new press watchdog.

Maria Miller will meet the newspaper industry's most powerful editors next week to push for urgent action.

Lord Hunt of Wirral, the chairman of the Press Complaints Commission, who will also attend, told The Times he wanted a speedy industry resolution to help persuade the public and MPs that laws were not needed to underpin the new independent regulator.

"There's an awful lot we can agree on and I have suggested to the industry (that we) all read the report, digest it and seek out the common ground and unite with one voice," he said.

Ms Miller's warning will come the day before editors on the Code of Practice Committee, chaired by Daily Mail editor Paul Dacre, meet to decide how to tackle the Leveson recommendations.

Mr Dacre said: "Lord Justice Leveson has set us a number of challenges: our task is to address them as urgently as possible."

It comes as reports emerged that Foreign Secretary William Hague warned Cabinet colleagues earlier this week that a "Leveson law" would undermine the UK's ability to address freedom of speech issues globally, particularly on cases such as the jailing of punk band Pussy Riot in Russia.

A Government source told The Daily Telegraph: "It was a very serious presentation. He warned that Britain demonstrating that we have a free press is part of our ability to say we believe in democracy."

But David Cameron is under intense pressure to drop his opposition to a law backing up the new watchdog the press has been tasked with devising.

The Prime Minister is facing a backlash from victims of media intrusion over his resistance to legislation.

Author JK Rowling has said that she felt "duped and angry" by Mr Cameron's hesitance to "cross the Rubicon" and introduce a press law.

The Harry Potter author, who gave evidence about press intrusion into her family's privacy to the inquiry, said: "If the Prime Minister did not wish to change the regulatory system even to the moderate, balanced and proportionate extent proposed by Lord Leveson, I am at a loss to understand why so much public money has been spent and why so many people have been asked to relive extremely painful episodes on the stand in front of millions."

The most high-profile victims of phone hacking refused to meet the Culture Secretary on Friday, saying they felt let down by Mr Cameron's response.

Despite the boycott, Ms Miller has met the leaders of the Hacked Off campaign and described the talks as frank.

London bombing hero Paul Dadge, a victim of phone hacking, said he was very disappointed with Mr Cameron's stance and called on him to back the public rather than the press.

Christopher Jefferies, the landlord wrongly arrested for the murder of Joanna Yeates, warned it would be a "disaster" if the recommendation on legislation was ignored, and said he would feel "let down" by Mr Cameron.

Lord Justice Leveson condemned the "culture of reckless and outrageous journalism" that dominated sections of the press for decades as he unveiled the findings of his 16-month inquiry on Thursday.

The Appeal Court judge called for a new watchdog with statutory underpinning to be given the power to require prominent apologies and impose fines of as much as £1m.

Mr Cameron immediately voiced "serious concerns and misgivings" about legislative action, and said the press should be given a "limited period of time" to show it could get its own house in order.

Labour leader Ed Miliband said: "Many of the victims of sections of the press will be feeling utterly betrayed by David Cameron."

Care Homes Could Be Forced To Open Books

Care homes could be regulated to prevent a repeat of the Southern Cross crisis, under newly launched proposals.

The abrupt collapse of Southern Cross, Britain's biggest care homes operator, caused turmoil for more than 30,000 elderly and vulnerable people last year.

The firm was crippled by having to pay a £250m rent bill as councils sought to cut fees in the wake of the first credit crunch.

If the new proposals are adopted, a regulator would monitor the financial health of the largest providers.

"We want to make sure every person receiving care and support will continue to get the care they need if a provider exits the market, regardless of whether they are paid for by the state, or pay for care themselves," care and support minister Norman Lamb said.

"Southern Cross demonstrated that we need greater oversight of providers' finances and better plans to support people if their independent provider goes out of business.

"We want to make sure care providers have plans in place to get their finances back on track and if this is not possible then a co-ordinated exit from the market happens. This will mean care service users know their needs will continue to be met."

Dr Peter Carter, chief executive and general secretary of the Royal College of Nursing, said: "For some time we have been concerned about the ability of providers to deliver high quality care and run on a sound financial footing.

"When a patient or service user is moved from one care setting to another due to providers failing, it can have catastrophic effects on their mental and physical health.

"The RCN raised these concerns throughout the passage of the Health and Social Care Act and today's news is a welcome step forward.

"It is right that robust plans are put in place to minimise the risk of services failing and that there is scrutiny of their business models. We look forward to seeing these plans in more detail and in particular how they fit in with the Care Quality Commission and Monitor."

Sub-Zero Weather Hits Britain As Snow Falls

A dusting of snow has fallen across parts of the UK, with more predicted over the weekend as many areas are gripped by sub-zero temperatures.

The frosty conditions are in contrast to the torrential rain and windy weather that played havoc in some parts of the Midlands and in North Wales at the start of the week.

Around 1cm of snow has settled in parts of northern England and Scotland, including Cumbria, Teesside and County Durham, while 2.5cm has covered the Pennines and the Southern Uplands.

In the midlands, southern England and Wales temperatures are below freezing, and as low as -5C in some areas.

The frosty weather is expected to last for the next few days, with more snow predicted in the north and Scotland tomorrow night.

The freezing temperatures have brought with them a risk of ice, following the recent heavy rainfall.

The Met Office issued a low-level warning of severe weather, affecting much of the UK for the morning.

It said: "Due to the recent wet weather there is an increased risk of icy patches, even on roads that have been treated with salt, where water run off/seepage may wash off any earlier salt treatment.

"The public should be aware of the risk of ice on roads and pavements."

Patroller Andy Smith warned the weekend would be "winter's first serious test for drivers and their cars".

"Ice is the real concern, as it's been so wet recently, and it's very hard to distinguish between a puddle on the road and treacherous black ice," he said.

The snowfall in pockets of the UK has prompted a flurry of bets on a white Christmas - a gamble that typically peaks in mid-December.

"We've only opened one flap on the advent calendar and we're already inundated with money for a UK-wide white Christmas," said Alex Donohue of Ladbrokes.

Latest odds show Edinburgh is 5/2 for a white Christmas, ahead of London and Manchester, both 3/1.

Sky News weather presenter Jo Wheeler said it would be sunny for most on Saturday.

"Snow showers will continue to run into northern and eastern Scotland, and may occasionally run into North Sea coasts," she said.

"Top temperatures will reach 5 or 6C. In western parts, cloud will increase and temperatures will rise as rain spreads off the Atlantic.

"Progress will be slow, however, and it will be Sunday before that rain makes much impact on mainland UK, by which time, there is the risk of seeing some snow on the leading edge.

"For the bulk of the country, there will be a fine end to the day followed by a cold and frosty night, and a bright start to Sunday morning."

Former Corrie Star Faces Child Sex Charges

Former Coronation Street actor Andrew Lancel will appear in court later this month to face five counts of indecent assault on a child under 16.

Merseyside Police said the 42-year-old had been charged under his real name - Andrew Watkinson.

He was charged under the Sexual Offences Act 2003.

The charges relate to "historic" child sex offences, the force said.

Lancel, from Gateacre in Liverpool, is best known for his appearance as the scheming businessman Frank Foster in the ITV1 soap.

His Corrie career began in November 2010 when he was cast as Foster, a business associate of Carla Connor.

Lancel's role ended in March this year when his character was found murdered.

Lancel also played DI Neil Manson in The Bill, and starred alongside Helen Baxendale in Cardiac Arrest.

He has been bailed to appear at South Sefton Magistrates' Court on Wednesday, December 19.

Mitchell Cole: Ex-Footballer Dies Aged 27

A 27-year-old footballer, who was forced to retire as a professional player after a heart attack, has died.

Mitchell Cole, who played for Oxford United and Stevenage, was told last year he would be risking death if he played the sport again.

Writing on its official Twitter feed, the Football League said: "We are sad to hear former Southend, Stevenage and Oxford player Mitchell Cole has passed away. Our thoughts are with his family and friends."

Cole, who was married to the sister of England international Joe Cole, started his career at West Ham but was released in 2004.

He scored for Stevenage against Kidderminster at Wembley in the 2007 FA Trophy Final.

In an interview with The Sun he said: "A few players around the world die of this every year. The specialists told me that every day I have a 1% chance of dropping dead and sport quadruples that risk.

"When he gave me the numbers and showed me images of my heart, it hit me hard."

Despite retiring from the professional game last year, Cole did make a handful of non-league appearances, some of which came for Arlesey Town.

However, according to their director of football, Gary King, watching Bolton midfielder Fabrice Muamba suffer a cardiac arrest in an FA Cup tie with Tottenham in March convinced Cole to give up the game for good.

King said: "We were watching that game in the clubhouse and he turned to me and said 'I'm not playing again', although I'm told he might have been playing five-a-side in London last night."

On Friday on his @mitchcole21 Twitter account Cole wrote: "London tonight for the usual kick about with the lads."

He suffered from hypertrophic cardiomyopathy which is an irregular thickness of the heart in certain areas.

Cole's former clubs were among the first to pay tribute, with West Ham posting on their official Twitter feed: "Everyone at West Ham United has been saddened to learn of the death of former Hammers Academy player Mitchell Cole at the age of 27. RIP."

Stevenage added on their official account: "The club are saddened to hear of the passing of former player Mitchell Cole. Our thoughts are with his family at this time."

Southend United said they were "extremely saddened" to hear the news, while Oxford United tweeted: "Our thoughts are with the family of Mitchell Cole."
